Debbie Jackson joined Westminster Council as the Executive Director of REP in July 2020. She has responsibility for a wide range of outcomes including the delivery of high-quality housing, a vibrant economy with opportunities for all and places workers, visitors and residents can enjoy. Debbie began her career at Westminster in 1997 and has over twenty years’ experience in London’s public sector, building a breadth of experience in regeneration and economic development in particular. She was responsible for the regeneration of Lambeth’s key town centres including Clapham and Brixton in Lambeth. At the Greater London Authority she led on several high-profile Mayoral programmes including the Good Growth Fund, Crowdfund London, Skills for Londoners Capital Fund and Good Growth by Design.

James joined Westminster City Council 6 years ago and immediately set about building a team with a passion and determination to deliver the council’s affordable housing programme. Pivotal in the successes to date, James leads from the front overseeing the complexity and scale of the Council’s housebuilding ambitions in the City. With over 20 years’ experience in the development and construction industry, particularly across prominent infrastructure and residential projects, James brings a wealth of public and private sector knowledge. A versatile Senior Leader with the ability to adapt to political priorities with a concentrated focus on excellence in mixed use urban regeneration. Overseeing the initiation of diversified feasibility, land assembly and delivery strategies across the programme, James is accountable for the overall output of the Regeneration and Development function of the City Council.

With extensive multi-disciplinary experience, Setareh leads the team’s project delivery function. Joining the Council in 2018, Setareh has brought significant commercial acumen from her roles within large private sector development companies. Passionate about high quality urban design, regeneration, spatial planning, and sustainability, Setareh provides outcome-based leadership and the implementation of the Council’s complex regeneration and housing delivery programme. Skilled in formulating strategy, developing high performing multi-disciplinary consultant teams and construction contracts and maximising private/public sector funding opportunities. As a certified Town Planner and with expertise in modern methods of construction and architectural engineering, Setareh brings innovation and knowledge to the Council’s programme.

Vikki has delivered a number of large regeneration masterplan projects across London, leading on the formation of high value development partnerships and ensuring contractual performance both pre and post completion. An agile facilitator of residential mixed used developments and social infrastructure projects, Vikki brings a flexible and pragmatic approach to planning and partnership working that focusses on achieving excellent outcomes and sustainable places. Leading the team’s Development Services team, Vikki ensures that projects achieve the Fairer Westminster objectives, meet the rigour of Local Authority governance and that appropriate communications and consultation support is in place. With significant experience across both the public and private sectors, Vikki has previously acted on behalf of Central Government as a public, private partnership transactor, policy adviser and member of Communities and Local Government's Strategic Partnering Taskforce.
